FAIR: It is but one step in what will be a long process, but a big one: Missouri Education Commissioner Chris Nicastro last week began trying to bring sanity to the state鈥檚 school transfer law.
Ms. Nicastro told 最新杏吧原创 school superintendents that the reconfigured and state-run Normandy school district will pay next year is set at $7,236 per student. No more price-gouging. It should be a no-brainer for suburban superintendents to accept that amount of tuition for Normandy students who have transferred; it鈥檚 the same amount they accept for 最新杏吧原创 students who are part of the voluntary transfer program.
Because the state has taken over Normandy, Ms. Nicastro has more power to set new rules fixing the transfer law that state lawmakers failed to fix. But there鈥檚 also the Riverview Gardens district to consider. That district also is failing, but the state hasn鈥檛 taken it over yet. That leaves open the possibility that superintendents and school boards will still try to gouge Riverview Gardens. Here鈥檚 a tip: Any school district which does that will look like a bully who cares more about pocketing some extra cash than educating kids. Follow Ms. Nicastro鈥檚 lead. Take the lower tuition and put it toward helping give students better opportunity.
