SSL Investments LLC has the 217-acre campus, near West Florissant and Lucas and Hunt roads, under contract to buy for roughly $18 million. The city could help finance聽the renovation costs by issuing bonds, according to Ferguson city planning documents. The documents did not specify how much the city would issue in bonds.

State records show SSL Investments' address as Webster Groves-based Onder Law. The firm's chief financial officer, Lisa Frederick, has signed real estate documents on behalf of SSL Investments.聽

The firm's founder, Jim Onder, could not be reached for comment.聽

The company would be required to invest at least $175 million within four years as a requirement of its agreement with the city of Ferguson, documents show.聽

Plans call for SSL Investments to turn the campus into a 鈥渃enter for technology, energy innovation, advanced manufacturing, office and research activity.鈥� SSL Investments could invest an additional $1 billion to $7.5 billion in equipment and installation alone.聽

Copeland, an air conditioning and refrigeration business Emerson spun off in 2023, is expected to remain on site as an anchor tenant, .

The city could help聽finance the project through the issuance of industrial revenue bonds and 15 years of tax abatement.

The Ferguson City Council voted 5-1 Saturday morning in favor of a resolution to authorize the city manager to negotiate a deal. Council members referred to a question-and-answer session to be held on Wednesday, but didn't discuss details of that meeting.

The project would be required to create 100 additional full-time jobs and retain jobs already there as a condition of the bonds, according to city estimates. The company would also be expected to make payments in lieu of taxes.

The former campus, at 8000 West Florissant Avenue, features 11聽buildings spanning nearly a million square feet of space.聽The property boasts four tennis courts, two softball fields, a helipad, playground and proximity to the Norfolk Southern railroad, according to online marketing materials.

Emerson left the campus, which it had occupied since the 1940s, last year and moved to a new high-rise in Clayton. The company transferred the campus to Copeland in 2022.聽 聽

A Copeland representative said last year that the campus was too large and that it was looking for a new headquarters. The company didn't immediately respond to a request for comment Friday.聽
