MANCHESTER — A write-in campaign for a seat on the Board of Aldermen here won election Tuesday night, soundly defeating a candidate accused of stealing from local Cub Scouts.

More than 500 voters wrote in Bill Parmentier's name rather than vote for Jessica Green, the only candidate on the ballot, according to final but unofficial results in Tuesday's municipal election.

Parmentier won 578 votes. Green won 170 votes. 

Parmentier's campaign was buoyed by parents affiliated with Cub Scouts Pack 781, from Parkway School District's Hanna Woods Elementary School. Green is charged with stealing more than $800 from the Scouts group.

Parents with the group said they didn't trust Green and urged Parmentier to enter the race to prevent her from running unopposed. 

Green has denied the allegations and said a trial, scheduled for May 18, will prove her innocence. 

Parmentier, a construction worker and video producer, said he had long considered public service and agreed to run after pack leaders asked him to. He lives in the same neighborhood and has children who play on sports teams with kids from the group. 

Green, a former volunteer and acting treasurer for the pack, was charged in June 2024 with one count of fraudulent use of a credit or debit card.

According to charging documents, she stole more than $800 from February to June 2023 while she was acting treasurer for the pack, before other pack officials noticed transactions that appeared suspicious and confronted her. Green confessed to making unauthorized purchases, charging documents allege.

Green has since paid back all but $102 of the money, pack officials said.

Under state law, only a felony conviction disqualifies a candidate from running for political office.

Fraudulent use of a credit card can only be charged as a felony if the amount defrauded is more than $750 within a 30-day window, said ×îÐÂÐÓ°ÉÔ­´´ County Prosecuting Attorney Melissa Price Smith.
